To improve oneself and grow professionally, career development has been found to be crucial, as it serves as a roadmap for the professional growth of employees. However, a barrier, known as the glass ceiling, hinders the progress of employees, especially those in the LGBTQIA+ community. This study explores the impact of the glass ceiling on the career development of selected LGBTQIA+ individuals, shedding light on the barriers faced by this community in the workplace. The researchers used a qualitative multiple-case study (...) and selected ten (10) LGBTQIA+ participants from large enterprises via the judgmental sampling technique. Through thematic analysis, psychological impact, workplace discomfort, lack of recognition, and career progress challenges emerged as the impacts of the glass ceiling on the participants. Strategies for overcoming glass ceiling barriers, such as resilience, self-reflection, and community support, are identified. Thus, the study found that glass ceilings are really evident in the context of businesses. With this, the proposed advocacy plan in the study suggests interventions like workplace inclusion training, mentorship networks, and seminars on employee rights. Furthermore, it emphasizes the call for ongoing research and advocacy efforts to dismantle barriers and cultivate workplaces that not only embrace diversity but also provide equitable opportunities for career growth. El presente artículo discute sobre la inclusión del contrarrevolucionario Joseph de Maistre en la problemática categoría de reaccionario político, pero sostiene que se trata de un conservador. Para llevar a cabo este objetivo, se hace un análisis de tipo teórico de acuerdo con las exigencias de la hermenéutica textual y considerando los aportes de la historia de las ideas y de la historia conceptual. Con esto en mente, en la primera parte de este trabajo se detectan los problemas del (...) uso del concepto de reacción para la teoría política y se demuestra su injustificada aplicación al pensamiento de De Maistre. En la segunda parte, se despliega el concepto de conservadurismo sustantivo para definir la corriente conservadora con vistas a, en la tercera parte, reconsiderar su obra a partir del marco conceptual presentado. We propose a multi-step evaluation schema designed to help procurement agencies and others to examine the ethical dimensions of autonomous systems to be applied in the security sector, including autonomous weapons systems.

The goal of this paper is to show that Thomas Aquinas, in his _Disputed Questions on Evil_, presents a theory of free will that is compatibilist but still involves a version of the principle of alternative possibilities (PAP) and even requires alternative possibilities for a certain kind of responsibility. In Aquinas’ view, choosing between possibilities is not the primary power of the will. Rather, choice arises through the complex interaction of various parts of human psychology, in particular through the indeterminacy (...) of the intellect and through the interaction between reason and passion. Both of these ways provide cases where Aquinas not only allows for alternative possibilities but thinks that they are necessary for moral responsibility, all the while remaining, strictly speaking, a compatibilist. Shankara’s Advaita Vedanta has been very influential in India, both as a well-articulated philosophical system and a weighty theological position. However, Advaita’s supposedly dismissive attitude toward the world always remained its Achilles’ heel. Thinkers whose sympathies lie firmly with Advaita are at pains to give a philosophically satisfactory explanation of the ontological status of the world. This article briefly discusses the efforts and resultant views of four such contemporary thinkers – K.C. Bhattacharyya, S. Radhakrishnan, P.T. Raju, and Richard De Smet.

Philosophers have long debated ‘substrate’ and ‘bundle’ theories as to how properties hold together in objects ― but have neglected to consider that every chemical entity is defined by closure of relationships among components ― here designated ‘Closure Louis de Broglie.’ That type of closure underlies the coherence of spectroscopic and chemical properties of chemical substances, and is importantly implicated in the stability and definition of entities of many other types, including those usually involved in philosophic discourse ― such as (...) roses, statues, and tennis balls. Characteristics of composites are often presumed to ‘supervene on’ properties of components. This assumption does not apply when cooperative interactions among components are significant. Once correlations dominate, then adequate descriptions must involve different entities and relationships than those that are involved in ‘fundamental-level’ description of similar but uncorrelated systems. That is to say, descriptions must involve different semantics than would be appropriate if cooperative interactions were insignificant. This is termed ‘Closure Henri Poincaré. Networks of chemical reactions that have certain types of closure of processes display properties that make other more-complex coherences possible. This is termed ‘Closure Jacques Cauvin.’ Each of these three modes of closure provides a sufficient basis for warranted recognition of causal interaction, thus each of them has epistemological significance. Other modes of epistemologically-important closure probably exist. It is important to recognize that causal efficacy generally depends on closure of relationships of constituents. (shrink)

En esta tesis indagamos en el pensamiento de tres autores contrarrevolucionarios europeos de la primera mitad del siglo XIX (1789-1848): Edmund Burke (1729-1797), Joseph de Maistre (1753-1821) y Juan Donoso Cortés (1809-1853). A partir de un estudio de sus obras principales, destacamos las limitaciones de las caracterizaciones contemporáneas sobre el pensamiento conservador y proponemos una clasificación alternativa ajustada a los orígenes políticos de dicha corriente: la distinción entre un conservadorismo como sustantivo y un conservadorismo como adjetivo. (...) Delineada esta distinción, que funciona como hipótesis de trabajo, demostramos su capacidad heurística para conceptualizar el conservadorismo de los autores escogidos. En calidad de tal acompañó el proyecto del General rioplatense José de San Martín de transformar en 1822 la monarquía peruana en un reino independiente. Pero, a diferencia de la multitud de sus contemporáneos, la historiografía apenas lo presenta como un circunstante en la epopeya de la emancipación, de quien no se conserva ni un retrato. El motivo es la extraña adherencia de este personaje a las ideas (...) del ultramontanismo y su temprana cercanía con la obra del contrarrevolucionario francés Joseph de Maistre. Un discurso monárquico extremista en 1822 lo colocaría como el fundador involuntario del Perú como República. (shrink)

Resumen: La presente contribución gira en torno al significado del atentado terrorista del 11 de septiembre de 2001 para la hermenéutica filosófica, en particular la de Gianni Vattimo. El turinés gestó en sus textos de entre 2006 y 2014 una versión nueva de la hermenéutica que se basa en la experiencia de este acontecimiento. Esta nueva hermenéutica estaría atenta al conflicto y a las transformaciones sociales y tendría por núcleo la noción de “evento”, Sin embargo, Vattimo mismo no ofrece una (...) definición operativa adecuada del término. Ante esto, propongo incorporar a la tradición hermenéutica conceptos como “evento” y “milagro”, acuñados por Joseph de Maistre. Se trata de una propuesta de “maistrianización” de la hermenéutica para hacer de ella un discurso viable y fructífero en un mundo violento e inestable. (shrink)

This paper will address the nineteenth-century reception of Bacon as an exponent of materialism in Joseph de Maistre and Karl Marx. I will argue that Bacon’s philosophy is “quasi-materialist.” The materialist components of his philosophy were noticed by de Maistre and Marx, who, in addition, pointed out a Baconian materialist heritage. Their construction of Bacon’s figure as the leader of a materialist lineage ascribed to his philosophy a revolutionary import that was contrary to Bacon’s actual leanings. This contrast shows (...) how different the contexts were within which materialism was conceived and valued across the centuries, and how far philosophical and scientific discourses may be transformed by their receptions, to the point that in many cases they could hardly be embraced by the authors of these discourses. Hegel, but the actual authorship is disputed. No date is given. Franz Rosenzweig made up the title as it is known today. He published the text in 1917. At that time, F. Rosenzweig thought F.W.J. Schelling was the author. No one has read this book for errors. As always, any errors, mistakes or oversights etc. are mine alone. Given a couple more years, I could improve this book. This is a philosophical translation and not a philological translation. Martin Luther who did the famous early translation of the Bible into German wrote in a letter, “If anyone does not like my translation, they can ignore it… (September 15, 1530)”. There are no ‘correct’ translations. Some are just better than other translations. -/- The Oldest Systematic Program of German Idealism. The German title is: Das Älteste Systemprogramm Des Deutschen Idealismus. This title was made up by Franz Rosenzweig in 1917, when he first published the manuscript. He found the manuscript in the Royal Library in Berlin in 1913. The manuscript suggested date is around 1796 and was done by handwriting research. However, the manuscript is not dated. The Prussian State Library auctioned in March 1913 from the auction of the house Liepmannssohn in Berlin a single sheet on the front and back with Hegel's cursive handwriting. The manuscript was lost during WWII. But Dieter Henrich found it again in 1979 in the “Biblioteka Jagiellonska” in Krakow (Poland), where it is today. Address: Jagiellonian Library, Jagiellonian University, al. Mickiewicza 22, 30-059 Cracow, Poland. Later research suggests that manuscript had come from the estate of Hegel’s student Friedrich Christoph Förster (1791-1868). He was one of the editors of Hegel’s posthumous works and most likely had access to a number of Hegel’s manuscripts. This text actually being one of them. Hegel traveled around Bohemia with Marie and Friedrich Christoph Förster around the year 1820-21 (see Klaus Vieweg). -/- Philosophical mystery -- who is the author or authors of this text? -/- Take a plunge into the deep and cold waters. Maybe a quagmire or quandary, but decidedly interesting. This project is to contextualize an old handwritten manuscript which is about 225 years old. The actual author is a mystery. On one hand, there is just the sheer fun in the puzzle of the authorship questions; and on the other hand, these are the alluring thoughts that lead to the nascent stage of German Idealism and our intellectual heritage. There is no end to the accolades for this group of philosophers. A heritage that we still hear in in our attempts to move forward into our future. -/- Do your own astute exegesis (ἐξήγησις) as all paths are still open. In The Deep History of Ourselves, Joseph LeDoux distinguishes between behavioral and physiological responses caused by the activation of defense circuits, and the emotion of fear. Although the former is found in nearly all bilateral animals, the latter is supposedly a unique human adaptation that requires language, reflective self-awareness, among other cognitive capacities. In this picture, fear is an autonoetic conscious experience that happens when defense circuit activation is integrated into self-awareness and the experience labeled with the “fear” concept. (...) In this commentary I will propose a different view, in which fear is a skillful activity that we coordinate with others as our social interactions unfold in time. If this is true, two important conclusions will follow. Firstly, the relevant brain circuits we should be looking for in our theory of emotions are those involved in affective social learning, social cognition, embodied intersubjectivity, and so on. Secondly, emotions may not be uniquely human, and may be present in any creature with the right kinds of social skills required for affective enactments. Therefore, although LeDoux is right to hold that emotions are not as deep as defense circuits, they are not as shallow as other cognitively sophisticated human capacities. (shrink)

In an attempt to curtail examination malpractice, the Joint Admission and Matriculation Board (JAMB) has been generating different paper types with a different order of test items in the Unified Tertiary Matriculation Examination (UTME). However, the permutation of test items may compromise students’ performance unintentionally because constructive suggestions in theory and practice recommend that test items be sequenced in ascending order of difficulty. This study used data collected from a random sample of 1,226 SSIII students to ascertain whether the permutation (...) of test items has any effect on the performance of students in two different subjects (Use of English and Mathematics). The study adopted the Equivalent Groups Quasi-Experimental Research Design with three independent groups. Findings emerged, amongst others, that there is a significant difference in the performance scores of prospective university students' in use of English and Mathematics examintaions arranged in three different orders (ED, DE, R). There are no significant gender differences in the performance of students in Use of English and Mathematics based on test item permutation. However female students perform better than male students when test items are arranged in ascending order of difficulty while males perform better when test items are arranged in descending order of difficulty. It was concluded that the permutation of test items in UTME examination tends to affect the performance of students in Use of English and Mathematics. This finding has implications for the future conduct of UTME examinations and enrolment into higher education as the randomization of UTME test items changes the difficulty order of different paper types. It was recommended that other measures of curtailing examination malpractices that would not affect students’ academic performance should be adopted. (shrink)

En este trabajo, propongo realizar un análisis crítico de la concepción de la “autoridad como servicio” defendida por Joseph Raz, concentrando la atención en la condición de justificación normal. En la sección 2, realizaré una reconstrucción articulada de esta concepción la autoridad como servicio, desagregando las tesis que la componen y mostrando cómo se articulan entre ellas (2.1, 2.2, 2.3), y propondré una versión del contenido del “test de legitimidad” que surge de la postura de Raz para determinar la (...) legitimidad una autoridad (2.4). En la sección 3, plantearé algunos interrogantes acerca de la justificación de la autoridad (política) con base en la condición de justificación normal, relacionados con la oscuridad ínsita a la evaluación de la condición de justificación normal (3.1), la (in)existencia de un modo seguro para verificar la condición de justificación normal (3.2), y una evaluación sobre la (no) necesidad de la condición de justificación normal para las autoridades prácticas políticas (3.3). Cependant elle nous invite aussi à accorder le structurel etle physique, le formel et le dynamique. Il convient donc de s'interroger sur le fondement du pouvoir créateur des mathématiques ou de leur caractère générateur en physique. Selon Charles de Koninck, la fécondité des mathématiques parait comme une intériorisation de la figure (...) philosophique de l'ange dans le cadre du projet d'une métamathématique comme angélologie thomiste. La raison poursuit un moyen de connaitre qui serait universel in repraesentando, par opposition à l'universel in praedicando. Cette tendance est essentielle à ce que l'on appelle le "mode platonicien". Bestaat de kernactiviteit van de meester erin om zijn eigen kennis uit te leggen en over te dragen? De Franse filosoof Jacques Rancière laat zien dat een gelegenheidsexperiment van Joseph Jacotot ons een ander voorbeeld aanreikt: de onwetende meester. In zijn boek De onwetende meester: vijf lessen over intellectuele emancipatie (Le maître ignorant: Cinq leçons sur l'émancipation intellectuelle) stelt hij dat de onwetende meester evengoed of zelfs beter in staat is leerlingen iets te leren dan de wetende meester. Rancière (...) neemt in feite twee onderwijspraktijken als voorbeeld: de traditionele praktijk van de wetende meester die uitleg geeft en kennis overdraagt en de experimentele praktijk van de onwetende meester die geen uitleg geeft maar vooral gericht is op de verificatie van aandacht. In dit artikel wil ik op basis van een korte analyse van deze twee praktijken laten zien hoe we uit Rancière’s boek een model kunnen afleiden voor het articuleren van de theoretische principes die impliciet in onderwijspraktijken werkzaam zijn. Dit model is gestoeld op het volgende uitgangspunt: door een succesvolle of juist problematische onderwijspraktijk als voorbeeld te nemen kunnen we de theoretische principes articuleren die erin werkzaam zijn. Dit schept de mogelijkheid om de focus van de van de praktijken naar de principes te verleggen. Hierdoor wordt de onderwijspraktijk op een nieuwe manier inzichtelijk en kunnen we haar theoretisch expliciteren. (shrink)

I offer a concise critique of a recurring line of reasoning advanced by Joseph LaPorte and Samir Okasha that all modern species concepts render the view that biological organisms essentially belong to their species empirically untenable. The argument, I claim, trades on a crucial modal ambiguity that collapses the de re/de dicto distinction. Contra their claim that the continued adherence of such a view on behalf of contemporary metaphysicians stems from the latter’s ignorance of developments in modern biology, the (...) modal ambiguity reveals the need to retrain in modal metaphysics. El artículo presenta el panorama entero de las ideas políticas del notorio conservador peruano Monseñor Bartolomé Herrera. Se trata por vez primera de un estudio exhaustivo de las redes conceptuales y filosóficas de su peculiar concepción del republicanismo, que se califica aquí de “reaccionario”. Luego de incluirlo en su contexto en la historia de las ideas en la polémica entre liberales y conservadores, el texto sostiene que, aparte de sus influencias neoconservadoras restauracionistas, Herrera, considerado hasta hoy un conservador liberal, habría (...) sido más bien un consumidor militante –pero encubierto- del pensamiento reaccionario del Conde De Maistre, el Vizconde de Bonald y, más particularmente, de Agustín Barruel, fuente reaccionaria descuidada por los especialistas en el pensamiento político peruano. Herrera habría sido un tipo peculiar de republicano: Un republicano reaccionario. Aunque de manera simulada y escondiendo sus fuentes, el Obispo de Arequipa, en tono análogo al Valdegamas de 1848, habría desarrollado una concepción anticontractualista y antiliberal de la república peruana desde una teología política contrarrevolucionaria. El objetivo del presente trabajo es analizar dos modelos específicos de discurso sobre la autoridad: un modelo que llamaré «hobbesiano» (representado por Thomas Hobbes) y un modelo que llamaré «raziano» (representado por Joseph Raz). Por un lado, intentaré mostrar que, pese a algunas aparentes similitudes, estos dos modelos son ejemplos de visiones opuestas acerca del tipo de autoridad, y del rol y las consecuencias que se le asignan a ésta en el marco del fenómeno jurídico y social. This study attempts to reconstruct Nietzsche’s reading of Aristotle in the 1860s and 1870s—the years before he left his career as a philologist. Against the popular view that Nietzsche read only one book by Aristotle, namely the Rhetoric, the present study hopes to show that he had direct knowledge of several of Aristotle’s main works, while much of his interest in Aristotle centred on the latter’s account of art. The particular aim of this study is to explore how Nietzsche’s reading (...) of Aristotle contributed to the formation of The Birth of Tragedy. It will show that, although Nietzsche mentions Aristotle in his first book only en passant, his theory of tragedy should be understood against the background of Aristotelian poetics, especially as interpreted by such contemporaries as Jacob Bernays, Joseph Hubert Reinkens, and Gustav Teichmüller. In the last few decades, the historiographical categories rationalism and empiricism have been criticized for their limitations to explain the complex positions and the links held by the philosophers tradiotnally attached to them. This narrative was firstly conceived by Kantian German historians and began to become standard at the turn of the twentieh century. Nonetheless, nineteenth-century French historiography developed other narratives by which early modern philosophers were classified according to alternative criteria. In the first edition of Histoire comparée des systémes (...) de philosophie (1804), Joseph-Marie Degérando distinguishes three first-order early modern schools founded by Bacon, Descartes and Leibniz, respectively. Degérando introduces the empiricism and rationalism distinction as one among others, and not as the fundamental one. In addition, he separates empiricism from experimental philosophy. The last one, along with speculative philosophy, is said to conciliate senses and reason. As a result, this account offers philosophical groupings different from those constructed by the standard narrative. Furthermore, it draws on labels and classification criteria which were part of the early modern philosophical discourse. (shrink)

Faulkner a bâti une partie de sa renommée sur la violence parfois controversée de ses récits. Mais l’acte criminel retient moins son attention que son contexte et sa signification morale. L’objet premier de la littérature, selon Faulkner, ce sont les conflits de l’homme, ou du cœur humain, avec eux-mêmes. Le propos de cet article est de mettre en évidence la façon dont Faulkner subvertit le modèle du roman noir, et substitue à l’enjeu traditionnel des histoires policières, celui des faits et (...) de l’identité du coupable, un problème moral. Hans Bernhard Schmid has argued that contemporary theories of collective action and social metaphysics unnecessarily reject the concept of a “shared intentional state.” I will argue that three neo-Thomist philosophers, Jacques Maritain, Charles de Koninck, and Yves Simon, all seem to agree that the goals of certain kinds of collective agency cannot be analyzed merely in terms of intentional states of individuals. This was prompted by a controversy over the nature of the “common good,” in response to a perceived (...) threat from “personalist” theories of political life. Common goods, as these three authors analyze them, ground our collective action in pursuit of certain kinds of goals which are immanent to social activity itself. Their analysis can support an alternate position to “intentional individualism,” providing an account of collective practical reasoning and social metaphysics based on shared intentional states, but without involving implausible “group minds.”. This article aims to explore the philosophical meaning of pregnancy and maternity in the writ-ings of R. Soloveitchik and Emmanuel Lévinas. They both make a phenomenological enquiry into these phenomena, by looking on the biological aspect and the emotional aspects. R. Solove-itchik suggests a spiritual interpretation concerning the meaning of pregnancy, which is both biological and spiritual. He attempts to differentiate between the natural parenthood and the spiritual parenthood. Lévinas gives us the philosophical observation through the phenomenolog-ical research of pregnancy, (...) motherhood and parenthood. For him, this inquiry may be revealed as an ethical occurrence that demand responsibility. Perhaps this is one of the unique dimensions of modern Jewish philosophy, looking towards the religious texts with modern philosophical method and modern philosophy theories. Reading carefully the biblical story of Genesis on the notion of birth and maternity, raises textual questions and cultural questions. For Lévinas and R. Soloveitchik these questions can open the door to new philosophical inquiry. (shrink)

The argument between Jacques Maritain and Charles de Koninck over the primacy of the common good is well known. Yet, even though Mary Keys has carefully arbitrated this debate, it still remains problematic for Alasdair MacIntyre, particularly because of the role rights play in both Maritain and Catholic Social Thought. I examine Keys’ argument and, in addition, Deborah Wallace’s account of MacIntyre’s criticism of rights in Catholic social thought. I argue, in the end, that what Maritain, and in consequence (...) Keys and Wallace, miss about the common good is its relationship to practical reasoning, and that MacIntyre highlights both that relationship and the role of the common good in human dignity. A partir do século XIX, a teoria democrática foi desenvolvida com base no confronto entre duas doutrinas políticas: o liberalismo e o socialismo. O liberalismo é um projeto que defende as limitações dos poderes governamentais, buscando a proteção dos direitos econômicos, políticos, religiosos e intelectuais dos membros da sociedade. Ou seja, para os liberais o poder do Estado deve ser limitado, pois eles acreditam que a verdadeira liberdade depende da menor interferência possível do Estado e das leis nesses direitos. A (...) defesa do liberalismo tem como principal representante Benjamin Constant. Membro da Assembleia Nacional Francesa, escreveu a obra A liberdade dos antigos comparada com a dos modernos, na qual afirma que a liberdade dos modernos, que deve ser promovida e desenvolvida, é a liberdade individual na relação com o Estado (ou seja, as liberdades civis e políticas), enquanto a liberdade dos antigos, que se tornou impraticável, é a liberdade de participação direta na formação das leis.1 Outros autores como, como o francês Alexis de Tocqueville2 e o inglês John Stuart Mill3 , defenderam a ideia de que a única estrutura democrática compatível com o Estado liberal seria a democracia representativa. Uma passagem interessante para o nosso debate sobre a democracia é o princípio do dano, de Stuart Mill. Por esse princípio, cada indivíduo tem o direito de agir como quiser desde que suas ações não prejudiquem outras pessoas. Se a ação afeta diretamente apenas a pessoa que a está realizando, a sociedade em tese não tem o direito de intervir, mesmo que o indivíduo esteja prejudicando a si próprio. Contudo, se os indivíduos fizerem algo ruim para si mesmos ou para sua propriedade podem indiretamente prejudicar a coletividade, já que ninguém vive isolado, devendo por isso ser impedidos de fazê-lo. Stuart Mill isenta desse princípio aqueles que são incapazes de se governar. Em síntese, todo o processo de democratização, como se deu nos Estados liberais democráticos, consiste numa transformação mais quantitativa do que qualitativa do regime representativo. Ou seja, o avanço da democracia nesses regimes ocorre em duas direções: no alargamento gradual do direito do voto e na multiplicação dos órgãos representativos. Para a doutrina socialista, o sufrágio universal é apenas o ponto inicial do processo de democratização do Estado, enquanto para o liberalismo é o ponto de chegada. Alguns dos principais teóricos do socialismo, como Antonio Gramsci4 e Rosa Luxemburgo5 , afirmam que o aprofundamento do processo de democratização na perspectiva das doutrinas socialistas ocorre de dois modos: por meio da crítica à democracia representativa (e da retomada de alguns temas da democracia direta) e pela ampliação da da participação popular e do controle do poder por meio dos chamados “conselhos operários”. Em outras palavras, a diferença crucial entre a democracia dos conselhos e a democracia parlamentar é que a primeira reconhece ter havido um deslocamento dos centros de poder dos órgãos tradicionais do Estado para a grande empresa, na sociedade capitalista. Por isso, o controle que o cidadão pode exercer por meio dos canais tradicionais da democracia política não é suficiente para impedir os abusos de poder. Logo, o controle deve acontecer nos próprios lugares de produção, e seu protagonista é o trabalhador real, não o cidadão abstrato da democracia formal. Mais recentemente, na metade do século XX, surgiu a corrente pluralista. Os pluralistas, em particular Robert Dahl6 , cientista político estadunidense, não procuravam estabelecer uma definição abstrata e teórica acerca da democracia, mas, por meio da observação das experiências de sistemas políticos, estipularam alguns requisitos mínimos: funcionários eleitos, eleições livres justas e frequentes, liberdade de expressão, fontes de informação diversificadas, autonomia para associações e cidadania inclusiva. Com base nesses critérios são caracterizadas quatro estruturas de governo: hegemonias fechadas, que são regimes em que não há disputa de poder e a participação política é limitada; hegemonias inclusivas, regimes em que não há disputa de poder, mas ocorre participação política; oligarquias competitivas, regimes nos quais há disputa de poder, mas com limitada participação política; e poliarquias, regimes em que não há disputa de poder e participação política ampliada. Joseph Schumpeter (1883-1950), economista austríaco, criticou as teorias clássicas de democracia, especialmente na relação estabelecida entre a democracia e a soberania popular7 . Para o autor, a definição clássica de democracia supõe duas ficções incapazes de resistir a uma análise realista: a existência do bem comum e a universalidade da racionalidade dos indivíduos. Para Schumpeter, a unidade da vontade geral, que constituiria o bem comum, e a racionalidade dos indivíduos seriam mitos, porque, para ele, esses elementos se tornaram irracionais por não conseguirem definir coerentemente suas preferências diante da influência da propaganda e de outros métodos de persuasão. Dessa forma, Schumpeter rompe com a ideia de democracia como soberania popular para propô-la como método, um tipo de arranjo institucional (de governos) para alcançar decisões políticas. Assim, sugere a superação do impedimento provocado pela irracionalidade das massas, reduzindo sua participação na política ao ato da produção de governos (ato de votar). As atribuições político-administrativas ficariam a cargo das elites eleitas. Essa é uma postura polêmica, na medida em que propõe uma redução da participação popular. Contrário a essa visão, o cientista político canadense C. B. Macpherson8 , sustenta que a liberdade e o desenvolvimento individual só podem ser alcançados plenamente com a participação direta e contínua dos cidadãos na regulação da sociedade e do Estado. Macpherson defende uma transformação estruturada em um sistema que combine partidos competitivos e organizações de democracia direta, que criam uma base real para a existência da democracia participativa. Mas, para que esse modelo pudesse se desenvolver, seria necessário que os partidos políticos se democratizassem, com princípios e procedimentos de democracia direta, complementada e controlada por organizações geridas por pessoas comuns, em seus locais de trabalho e nas comunidades locais. Na teoria das elites, o poder político pertence ao restrito círculo de pessoas que toma e impõem decisões a todos os membros que tenha de recorrer, como ação radical, à força. Ainda na doutrina liberal, mas opondo-se ao pluralismo, existem os elitistas, que utilizam o termo “elite” como referência a grupos sociais superiores de vários tipos. O termo seria empregado no pensamento social e político somente no final do século XIX. Essas teorias sociológicas, propostas pelos pensadores Vilfredo Pareto (1848-1923), sociólogo e economista francês; Gaetano Mosca (1858-1941), cientista político italiano, e Robert Michels (1876-1936), sociólogo alemão radicado na Itália, defendem que em toda sociedade existe apenas uma minoria, que, por diversos motivos, vem a se tornar detentora do poder. Pareto afirmava que existe uma “circulação das elites”, ou seja, uma minoria de pessoas que se alternam no poder. Mosca justifica o poder das elites governamentais pelo fato de serem uma minoria articulada e organizada, enquanto os governos seriam uma classe numerosa, mas dividida e desorganizada. Ao estudar as formações partidárias, Michels destacou como a própria estrutura das organizações favorecia o surgimento das elites e sua longa permanência no poder. Nas palavras de Michels, essa estabilidade das elites no poder é a “lei de ferro das oligarquias”. Ao longo dos últimos séculos foram construídas diversas interpretações e teorias acerca dos objetivos e conteúdos da democracia. Na prática, a democracia pode ser um modelo de governo que amplia as capacidades de desenvolvimento social, político e econômico, com base em princípios de igualdade e cidadania, ou se tornar uma simples “regra” para formar governos que não priorizem necessariamente o atendimento das demandas sociais.
